Starting from 15 September, vehicle inspection certificates will be issued only through the Government Services Portal — eKhizmat.tj

The procedure for undergoing the mandatory state technical inspection of vehicles remains unchanged. The vehicle inspection will still be conducted in person at a traffic police diagnostic station. The Government Services Portal will be used only to issue the final document — the electronic inspection certificate (card).


First stage — mandatory state technical inspection at a traffic police diagnostic station


The vehicle owner must undergo the following checks:

•the technical condition of the vehicle;

•compliance of exhaust emissions with environmental requirements;

•the driver’s medical examination.

At the same time, during the diagnostic inspection, the driver obtains a mandatory third-party liability insurance (MTPL) policy. This process is carried out in person in accordance with the established procedure.


Second stage — obtaining the electronic inspection certificate through the Government Services Portal — eKhizmat.tj


After completing the diagnostic inspection, the applicant must submit an application through eKhizmat.tj within 30 days. If this period expires, the vehicle must undergo the diagnostic inspection again.

To submit an application, it is sufficient to enter the vehicle’s state registration number. The service can be accessed either after authorization or without registration, using guest mode.


The portal automatically:

•verifies information about the completed diagnostic inspection;

•verifies payment of the vehicle transport tax;

•Will calculate the state fee (two calculation units, equivalent to TJS 156 in 2026) and the service fee (TJS 50);

•generates invoices for online payment.


Once all requirements have been fulfilled and payment has been made, the electronic inspection certificate (card) will be generated automatically. Its validity period will correspond to the validity period of the diagnostic inspection.

Thus, visiting the diagnostic station remains mandatory. However, there will be no need to make an additional visit to obtain the inspection certificate itself — it will be available electronically through the Government Services Portal — eKhizmat.tj.
